PMKVY 4.0 Brings Skill Development to CBSE Affiliated Schools Through Skill Hub Initiative

In a significant move towards enhancing skill development in Indian schools, the Government of India has launched Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) in its Union Budget for 2023. This initiative is a continuation of the National Education Policy (NEP) 2020’s vision of integrating skill development into the education system. The aim is to equip students with essential skills and knowledge that will prepare them for the challenges of the 21st-century knowledge economy.

PMKVY 4.0 is set to be a game-changer in the education sector, with a strong emphasis on creating a candidate-centric program that aligns with the emerging sectoral needs. In this article, we’ll delve into the key highlights of PMKVY 4.0, its objectives, implementation modalities, and the sectors and job roles it offers.

Empowering the Youth with Skill Development

The primary objective of PMKVY 4.0 is to promote an enabling ecosystem for the youth to acquire skills and choose career paths that align with their abilities and aspirations. It also aims to deliver skill training in a market-oriented and demand-driven manner, making the skilling ecosystem more flexible and responsive to emerging demands. Leveraging technology, innovative financing, and digitalization, the program intends to overhaul the skill ecosystem.

Implementation through Skill Hubs

One of the key features of PMKVY 4.0 is the establishment of Skill Hubs in various educational institutions, including State and Central Government Schools, Higher Education Institutes (HEIs), Colleges, and Universities. These hubs will provide short-term training under PMKVY 4.0, catering to the specific skill needs of the region. The establishment of Skill Hubs in schools is an essential part of the initiative.

Selecting Job Roles for Training

PMKVY 4.0 offers a wide range of demand-driven and industry-linked skilling courses. These include new-age courses like Drone Technology, 3D Printing, Robotics, Artificial Intelligence (AI), and more. The scheme aims to prepare students for the jobs of the future by offering courses that are in line with industry requirements.

Pre-Requisites for Training

For the successful implementation of PMKVY 4.0, certain pre-requisites need to be met. These include:

  • Adequate infrastructure with classrooms and labs suited to the chosen job roles.
  • Implementation of the Aadhaar Enabled Biometric Attendance System (AEBAS) to track the attendance of candidates, trainers, and assessors.
  • Trainers with domain experience or certified trainers who meet the qualification criteria specified by Skill India Portal.

Selection of Candidates

The scheme primarily targets school and college dropouts, out-of-education, and unemployed youths in the age group of 15-45 years. Eligibility criteria for candidate selection are defined based on the respective course curriculum of the chosen job roles. This means that even current students in institutions where Skill Hubs are established can benefit from the program.

Implementation Modalities

The National Skill Development Corporation (NSDC) is the implementing arm of the Ministry of Education and will provide the necessary support and technical assistance for the implementation of PMKVY 4.0 in Skill Hubs. The entire training cycle, from enrollment to certification and tracking, will be conducted through the Skill India Portal/Digital, with support from NSDC.

Financial Provisions

The training cost under PMKVY 4.0 is estimated at Rs. 6,923 per candidate, covering various expenses such as trainer salaries, teaching aids, raw materials, infrastructure costs, assessment, certification, insurance, and AEBAS transaction fees. The payment will be made in tranches as per the guidelines of PMKVY 4.0.
