TRAI’s consultation paper on defining international traffic: Here’s what you need to know

TRAI has released a consultation paper seeking stakeholder feedback on the definition of international traffic and international SMS. The paper is open for public comment until June 13, 2023.

1. Introduction TRAI has released a Consultation Paper on Definition of International Traffic. The Department of Telecommunications had requested TRAI to provide its recommendations on the definition of International SMS and Domestic SMS under Section 11(1)(a) of TRAI Act, 1997.

2. Types of Telecommunication Traffic Telecommunication traffic is the load carried on a telecommunication network. It includes voice calls, SMS, and other types of traffic. Domestic traffic is traffic within the country, comprising intra-circle traffic and inter-circle traffic, as defined in the Unified License.

3. International Traffic The term ‘international traffic’ has not been defined in the Unified License. However, TRAI notes that ‘international SMS’ is a type of ‘international traffic’. Therefore, instead of defining international SMS in the Unified License, it would be more appropriate to define the term ‘international traffic’.

4. Consultation Paper TRAI has released a Consultation Paper on Definition of International Traffic seeking inputs from stakeholders. Written comments on the issues raised in the Consultation Paper are invited from the stakeholders by May 30, 2023, and counter-comments by June 13, 2023. The comments/counter-comments may be sent in electronic form at advmn@trai.gov.in.
