Eligibility: Who Can Apply for Joint Secretary, Director, and Deputy Secretary Posts?
To be eligible for the positions of Joint Secretary, Director, or Deputy Secretary, applicants must meet the following criteria:
a) Officers of any State/UT Government who already hold an equivalent position or are eligible for an equivalent appointment in their cadre, with relevant experience. b) Individuals working at comparable levels in Public Sector Undertakings (PSUs), Autonomous Bodies, Statutory Organizations, Universities, or Recognized Research Institutes. c) Individuals working at comparable levels in Private Sector Companies, Consultancy Organizations, or International/Multinational Organizations.
Comparable Levels: Salary Requirements for Each Position
The comparable or equivalent level for each position is as follows:
a) Joint Secretary Level: Applicants must have a minimum gross salary of Rs. 35 Lakh per year during any of the financial years 2021-22 or 2022-23, as per Form-16/ITR. b) Director Level: Applicants must have a minimum gross salary of Rs. 20 Lakh per year during any of the financial years 2021-22 or 2022-23, as per Form-16/ITR. c) Deputy Secretary Level: Applicants must have a minimum gross salary of Rs. 15 Lakh per year during any of the financial years 2021-22 or 2022-23, as per Form-16/ITR.
Age and Pay: Know the Minimum and Maximum Age Limits
a) Joint Secretary Level: The minimum and maximum age limit for this position is 40 and 55 years, respectively. The pay will be fixed at the minimum of Pay Level-14 in the Pay Matrix as per the 7th CPC, with an approximate gross salary of around Rs. 2,66,000/- (including Dearness Allowance, Transport Allowance & House Rent Allowance in the present level). b) Director Level: The minimum and maximum age limit for this position is 35 and 45 years, respectively.
The pay will be fixed at the minimum of Pay Level-13 in the Pay Matrix as per the 7th CPC, with an approximate gross salary of around Rs. 2,18,000/- (including Dearness Allowance, Transport Allowance & House Rent Allowance in the present level). c) Deputy Secretary Level: The minimum and maximum age limit for this position is 32 and 40 years, respectively.
The pay will be fixed at the minimum of Pay Level-12 in the Pay Matrix as per the 7th CPC, with an approximate gross salary of around Rs. 1,43,000/- (including Dearness Allowance, Transport Allowance & House Rent Allowance in the present level). d) However, the Government reserves the right to place deserving appointees at an appropriate level within the pay scale. e) The closing date for submission of the online application will be considered the crucial date for determining the age limit.

These documents include the date of birth certificate, educational qualification certificates, experience certificates, and any other relevant information. Each claim should be supported by a separate PDF file, ensuring that the file size does not exceed 1 MB for most modules and 2 MB for the “UPLOAD OTHER DOCUMENT” module. The scanned documents should be legible when printed, so it is recommended to scan them in 200 dpi gray scale.
The following documents are required to be uploaded:
a) Copy of Matriculation/10th Standard or equivalent certificate or mark sheet indicating the date of birth. If the date of birth is not mentioned in the certificate/mark sheet, candidates from Tamil Nadu and Kerala should provide a school leaving certificate indicating the date of birth.
b) Copy of the degree/diploma certificate or provisional certificate along with mark sheets for all academic years as proof of educational qualification.
c) Order/letter indicating the equivalent educational qualifications, if applicable, along with the authority’s details (number and date) under which it has been treated as equivalent to the required qualification mentioned in the advertisement.
d) Up-to-date and full experience certificate, clearly stating the nature of duties, dates, duration of experience, level/position, responsibilities, etc. If the submitted documents do not convincingly support the claim of experience, the application may be rejected. Only the experience for which an experience certificate has been submitted will be considered.
e) Person with Benchmark Disabilities (PwBD) certificate, issued in the prescribed format by the competent authority, for candidates eligible for appointment based on the prescribed standards of medical fitness.
f) Any other supporting documents for additional claims made.
Note: If any document/certificate is in a language other than Hindi or English, it should be accompanied by a duly attested transcript in Hindi or English.
iii) It is important to provide a correct and active email address in the online application. All correspondence regarding the application will be done through email. The interview schedule and requirements for submitting copies of certificates will be sent to the candidates’ registered email address and will also be posted on the commission’s website.
iv) Candidates interested in applying for multiple posts should submit separate applications for each post.
v) After submitting the online application, candidates need to take a printout of the finally submitted application.
vi) Candidates are not required to submit the printouts of their online applications or any other documents to the commission by post or hand. However, they should bring the printouts of their online applications and the mentioned documents during the interview, if called.
vii) Candidates should submit only a single online application for each post. If multiple applications are submitted, only the application with the higher application number will be considered by the commission.
viii) It is advised to submit the online application well in advance without waiting for the closing date.
